Position Summary:

 

Leads environmental permitting and National Environmental Policy Act (NEPA) compliance activities for major capital expansion projects along the Enable Midstream gathering, intrastate, and interstate oil and natural gas pipeline systems.  The successful candidate should be well practiced in environmental project management and planning activities (routing/siting, constraints analysis, cost estimation, and scheduling) for the midstream oil and gas industry.  The candidate will work closely with cross-functional project teams (e.g., environmental, engineering, right-of-way, commercial, operations, etc.) to conduct routing and siting activities, develop cost estimates for applicable environmental assessments and mitigation, and assist in the creation of overall project planning and implementation schedules that balance regulatory requirements, construction activities, and required in-service needs.  In particular, the position requires advanced knowledge of, and demonstrated experience leading the development of, environmental permit applications and documents pertaining to the authorization and construction of interstate natural gas facilities regulated by the Federal Energy Regulatory Commission (FERC), including FERC Environmental Reports, Environmental Assessments/Environmental Impact Statements, other relevant environmental permits, and construction compliance requirements. 

 

This position requires advanced knowledge within a functional area and is often considered an expert in the area of responsibility. Performs work without appreciable direction and completed work is reviewed from a relatively long-term perspective for desired results. Develops technical solutions to highly complex or interrelated problems. Requires the ability to interpret and adapt theory and concepts into workable solutions. Leads and mentors less experienced professionals.

 

Essential Duties & Responsibilities:

 

  • Develop, implement and maintain multiple environmental programs of moderate complexity or one highly complex program. Ensure overall compliance with company and regulatory requirements.
  • Lead the implementation of overall strategy for assigned environmental program to ensure compliance with all federal, state and local regulations.
  • Act as a project manager for special projects.  Ensure projects are completed in accordance with an established schedule and budget.
  • Manage complex regulatory matters with government agencies, and may   submit complex permitting applications for approval.
  • Leads environmental assessments, evaluate potential risks and develop recommendations to ensure existing practices and policies are compliant with applicable regulations.  Reviews assessments of less experienced specialists.
  • Interprets environmental regulations and leads the development of company environmental programs, plans, policies, procedures and initiatives. 
  • Communicate environmental program requirements to all levels of the organization.
  • Analyze, interpret and distill data and information to support submittals to regulatory agencies and internal clients.
  • Lead in the development and review of company environmental programs, plans, policies and procedures.
  • Lead in the development, facilitation and presentation of various environmental topics to company and/or contractor personnel.
  • Maintain and update databases, inventories, files and tracking systems to ensure regulatory compliance.
  • Lead in verifying compliance with regulations and ensuring all required records are maintained, prepared, and/or submitted in accordance with established guidelines and/or regulatory deadlines within multiple areas of responsibility.
  • Serve as a lead environmental resource in regulatory inspections and internal audit processes.
  • Oversee the activities of independent contractors for complex environmental processes or projects.
  • Act as a resource for less experienced team members and direct the technical complexities of work.

 

Specialization:

 

  • Execution and implementation of overall strategy for environmental permitting and compliance for construction and operation of midstream natural gas and liquids pipeline infrastructure.
  • Prepare, lead or supervise the preparation/completion of technical environmental resource reports, resource agency consultations, environmental permit applications, and acquisition of applicable environmental clearances and approvals.
  • Partner with project engineering, construction and other staff to facilitate project planning activities, assess and relay applicable environmental permit/approval requirements, and maintain project budgets and schedules.
  • Support construction compliance by leading inspections of permitted projects, management of contract Environmental Inspection staff, and/or submittal of requisite construction compliance reports.
  • Demonstrated depth and applied knowledge of applicable federal, state, and local environmental regulations and permit requirements relevant to midstream natural gas and oil facility development (e.g., National Environmental Policy Act [NEPA], Clean Water Act Section 401 and 404, Endangered Species Act, National Historic Preservation Act, etc.).
  • Demonstrated experience leading the development of environmental permit applications and documents pertaining to the authorization of interstate natural gas facilities regulated by the Federal Energy Regulatory Commission (FERC), including FERC Environmental Reports, Environmental Assessments/Environmental Impact Statements, and other relevant environmental permits.
  • Ability to effectively represent company interests while leading resource agency consultations and accurately communicate project scope; receive stakeholder/agency input; and provide informed assessments and determinations leading to positive project outcomes that balance resource impact minimization with project goals and objectives.

     

Minimum Education & Experience:

 

  • Bachelor’s degree in Biological Science, Environmental Science/Management, Engineering or related discipline.
  • Eight (8) years’ directly related experience.
  • Oil and gas industry experience preferred.

Physical Requirements:

 

  • Ability to exert up to 20 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
  • Ability to view computer screen, sit, stand, walk, stoop, kneel or crouch for extended periods of time.
  • Ability to operate a computer, copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
  • Ability to wear Personal Protective Equipment (PPE) in accordance with company safety policies.
  • Ability to operate a motor vehicle and travel long distances.

 

Working Conditions:

 

  • Ability to produce quality work in fast paced environment with high daily pressure to meet deadlines.
  • Ability to work indoors, in an office environment and, on occasion, in an outdoor environment with exposure to extreme conditions or inclement weather.
  • Ability to work non-standard work hours as needed or required to meet established deadlines.
  • Ability to respond to emergency calls and/or call-outs and return to work while off duty, including nights, weekends and holidays.  May be required to participate in On-call system on a recurring and rotating basis, and be available 24 hours/day when on-call.
  • Ability to travel on a regular basis, including overnight stays, to work or field locations, and to attend meetings, training and conferences/seminars.
