Position Summary:

Develop plans and specifications, perform analysis and provide reports on assigned tasks involving design and construction of new assets, operation and maintenance of existing assets or the optimization of assets. Technically involved in the resolution of equipment and operational problems that may include performing field investigation or inspections, performing design work, developing complex statistical models or detailed review of design computations. Ensure compliance with company and industry standards. 

This position requires comprehensive knowledge within a functional area. Performs work under general direction and work is reviewed upon completion for adequacy in meeting objectives and ensuring compliance with processes, standards and policies of the organization. Provides technical solutions to a wide range of difficult and complex problems. Solutions are imaginative, thorough, practical and consistent with the objectives of the organization. This position may train and mentor less experienced professionals.


Essential Duties & Responsibilities: 

  • Manage multiple small- to medium-sized projects of moderate complexity.
  • Develop and maintain project budgets, schedules and associated resources for projects of moderate complexity.
  • Develop expertise in the application of engineering principles.
  • Propose changes to engineering standards, procedures, policies and guidelines.
  • Prepare engineering analysis for moderately complex projects to include: preliminary design, engineering calculations, life cycle cost and equipment selection.
  • Create complex simulations and models; distill results in easily understood reports and summaries.
  • Assure design specifications conform to the latest national and local codes, rules and regulations, and generally accepted good engineering practices.
  • Conduct surveys to gather field data.
  • Compile, manipulate, analyze and interpret data taken from surveys or other sources; draw conclusions and identify trends
  • Prepare and interpret complex schematics, drawings, layouts and other visual aids; ensure design and documentation meets compliance codes.
  • Solve problems and develop solutions that call for original approach based on thorough and comprehensive research and technical expertise.
  • Develop standard operating procedures and methods for the safe and reliable operations and maintenance of engineered systems and works requiring engineering supervision.
  • Identify and recommend projects for future consideration.
  • Support company safety programs and initiatives by following EHS and Operations procedures and adhering to established design standards.
  • Support the preparation of annual capital and O&M Budgets.
  • Act as a technical resource for engineers with less experience.
  • Train less experienced Engineers in project management, documentation and technical expertise.
  • Support company safety programs and initiatives by following EHS and Operations procedures and adhering to established design standards.
  • Collaborate with other departments, divisions, and organizations to ensure coordination of project timing and interruptions to operations.
  • Ensure materials and material specifications meet company standards and industry codes for oil and gas industry.
  • May act as a representative of the company when communicating with regulatory bodies and government agencies.



  • Prepare and assist in preparing detailed project scope documents for expansion of natural gas and crude oil Measurement projects.
  • Estimate project costs, prepare AFEs, and perform cost management functions.
  • Prepare specifications for piping systems, including valves, fittings, pigging facilities, other equipment.
  • Supports development of specifications for Electronic Flow computers, Low Pressure and High Pressure Ultrasonic meters, Coriolis meters, flow conditioners, meter valves, control valves, Cone meters, Calibration Gas standards, BS&W instruments, pumps, Composite samplers, Gas Chromatographs, calibration gases, calibration equipment, differential and static pressure transmitters, PD meters, LACT equipment,  and other engineered equipment including but not limited to: AC and DC power systems, Solar power systems, Communication systems, etc.
  • Provide engineering support for the development for new or modified midstream facilities. Engineering support will include development of piping and instrumentation diagrams (P&IDs), piping design, equipment specification, material selection, Commercial Contract reviews and support, Network topology, and NEC compliance reviews.
  • Develop cost benefit analyses to determine optimal use of company resources.
  • Lead technical negotiations and bid evaluation for package units and other equipment.
  • Complete Measurement Assessments for proper AGA compliance, 3rd party disputes, Control valve capacities, run switching, and OPP calculations.
  • Complete Hydrocarbon Dewpoint Analysis for proper Measurement Meter selections, and gas analytical equipment.
  • Complete P&ID development.
  • Complete sizing and selection for Positive Displacement meters, turbine meters, Low and high pressure Ultrasonic meters, Coriolis meters, DP meters, and orifice meters. Perform sizing for Solar Panels and battery systems.
  • Complete piping design review, set up and conduct SRE/pulsation study, determine meter design changes or operating changes to reduce/minimize pulsations affects to Measurement.
  • Confirm design calculations and compare with CFR 192 code, NEC, NIST, GPA, BLM,  API Standards, AGA, ASTM, ASME.
  • Complete company approved Measurement equipment list with all engineered specifications proven and verified.
  • Complete company approved Measurement equipment list with all engineered specifications proven and verified.
  • Complete sizing of controls, 4-20 ma signals, 1-5 volt signals, Modbus registers, various EFM protocol, signal sharing devices, signal, I/O, panel design.
  • Perform line balance analysis, determine impact drivers and assist in reducing L&U balances.
  • Develop Project Scope and Cost Estimate development on capital growth expansion and capital maintenance projects.
  • Extensive knowledge with commissioning, testing, calibrating and troubleshooting basics on all measurement devices including transmitters, transducers, EFM's, Test equipment, battery systems, power systems, etc.
  • Extensive Knowledge with Commissioning, testing, calibrating, and troubleshooting basics on Gas Chromatographs, Samplers, and Gas Contaminant equipment/devices.


Minimum Education & Experience: 

  • Bachelor's Degree in Engineering or Engineering Technology.
  • Five (5) years’ directly related experience.
  • Valid State Driver's license.


Knowledge, Skills, Abilities:


  • Knowledge of oil and natural gas gathering/processing/transmission/storage operations.
  • Knowledge of design and construction of gathering/processing/transmission/storage assets.
  • Strong knowledge of federal, state and local rules, regulations and codes that impact gathering/processing/transmission/storage/measurement/compression of oil and natural gas.
  • Strong knowledge of industry standards for safe, reliable and the cost-effective operation and maintenance of engineered systems and works requiring engineering supervision.
  • Strong knowledge of the elements of contracts, costing approaches, and the influence of conceptual design proposal cost on contract terms.
  • Ability to communicate effectively in speech and writing with employees at all levels throughout the organization.
  • Ability to collaborate across functions to improve business processes.
  • Ability to motivate self, accomplish tasks and achieve goals with negligible supervision.
  • Ability to identify solutions to problems with creativity and innovative thinking.
  • Ability to explain complex technical data to a wide range of audiences.

Physical Requirements:

  • May be required to climb ladders, walkways or scaffolds.
  • May be required to work at heights up to and exceeding thirty (30) feet and within below grade excavations.
  • Required to wear Personal Protective Equipment (PPE).
  • Ability to operate a motor vehicle and travel long distances.
  • Ability to exert up to 50 pounds of force occasionally, and/or minimal amount of force frequently to lift, carry, push, pull or otherwise move objects.
  • Ability to sit and view computer terminal for extended periods of time.
  • Ability to operate a computer, copy machine, calculator, telephone and other miscellaneous office equipment.


Working Conditions:

  • Ability to work indoors in an office environment and, on occasion, in an outdoor environment with exposure to hot, dirty and/or greasy equipment that may generate above average noise levels.
  • Occasional travel is required.
  • May be required to work nights, weekends and holidays.
  • May be required to work non-standard hours, holidays and schedules to include on-call and call-outs.
  • May be exposed to extreme conditions and inclement weather.
