Position Summary: 

Partners with the construction foreman, construction companies and field operations to coordinate daily construction and maintenance activities of gas pipeline, plant, measurement, and compression facilities. Responsible for on-site construction management, quality control and code compliance on construction projects. Partners with project managers, engineers and field operations to ensure successful implementation of projects. Utilizes individual judgment to ensure the safe and efficient completion of projects.

This position requires comprehensive knowledge within a functional area.  Work is performed under general direction and is reviewed upon completion for adequacy in meeting objectives and to ensure compliance with processes, standards and policies of the organization.  Provides technical solutions to a wide range of difficult and complex problems.  Solutions are imaginative, thorough, practical, and consistent with the objective of the organization.  May train and mentor less experienced professionals.

Essential Duties & Responsibilities:

  • Represent the company on-site for construction, pipeline, compression and plant related projects.
  • Assure compliance with company standards, applicable codes, safety rules, drawings and specifications and continually works to improve the quality of projects.
  • Prepare project inspection cost estimates.
  • Determine and maintain the appropriate amount of third party inspection resources.
  • Provide oversight & leadership of on-site construction inspection.
  • Communicate Enable construction quality standards to third-parties and ensure work product meets quality standards.
  • Responsible for the safe implementation of construction projects.
  • Effectively understands and administers complex service provider contracts
  • Act as a liaison between contractors, construction foremen and Field Operations; ensure job quality, timeliness, and efficiency; assist in development of project scope, field review and verification.
  • Ensure all materials required to complete the project are delivered according to the project scope and schedule.
  • Assist in the development and maintenance of construction standards and other construction related documentation.
  • Conduct field review exercises to assist engineers and project managers during the development of cost estimates for proposed projects.
  • Read, understand, and ensure compliance with the terms of ROW line lists; ensure as-build drawings are accurate and complete; ensure that construction projects are accurate as-built based on GPS data; ensure Operator Qualification requirements are identified and that contractors are qualified for the tasks being performed.
  • Establish and maintain a filing and record keeping system for each discipline as predetermined with contractors and management. Ensure effective distribution and filing of reports.
  • Partner with field personnel to identify and implement field operational improvement projects.
  • Provide coverage, as needed, for Inspection Services Manager including coordination of resources.
  • Provide guidance and training for less experienced Inspectors.

Minimum Education & Experience: 

  • Associates Degree in a related technical discipline and Six (6) years of oil and gas industry experience and inspection certification in an inspection area (Certified Welding Inspector or National Association of Corrosion Engineers inspector certification, etc.),


  • High School Diploma and Ten (10) years of directly related oil and gas industry experience and inspection certification in an inspection area (Certified Welding Inspector or National Association of Corrosion Engineers inspector certification, etc.)


  • Valid State Driver’s License.
  • Industry certifications such as API 1169, NACE, and AWS CWI are preferred.

  • Strong oral and written communication skills with the ability to communicate with personnel in various disciplines or functions.
  • Strong report development skills and technical writing ability (customer and schedule reporting).
  • Ability to distill data and analysis into high-level reports and summaries.
  • Attentive to detail and accuracy; identify opportunities to drive continuous improvement; monitor quality level; find root cause of quality problems.
  • Apply principles of logical thinking to define problems, collect information, establish facts and draw conclusions.
  • Strong analytical skills; ability to recognize, analyze and solve complex problems.

  • In-depth knowledge and ability to read maps, pipeline surveys, piping drawings and mechanical flow sheets.
  • Ability to read and comprehend engineering and construction standards and code requirements.
  • Comprehensive knowledge of the applicable sections of industry codes and standards such as 49 CFR 192 & 195, 29 CFR 1910, 29 CFR 1926, API 1104, API 5L, API 1104, ASME B31.3, ASME B31.4, ASME B31.8.
  • General knowledge of pipeline, compression, processing plant and measurement operating procedures.
  • Demonstrated ability to effectively manage all third party resources under their direction so they consistently meet all of their contractual requirements.
  • Comprehensive knowledge of Operator Qualification requirements.
  • Proficient in the use of a GPS unit.

Physical Requirements:

  • Ability to lift or move materials or objects in excess of fifty (50) pounds to facilitate the counting, tagging and delivery of items used in the construct ion process.
  • Physical ability to work around and on industrial equipment, including frequent climbing, stooping, reaching, pulling, pushing, twisting, bending, kneeling, crawling and grasping.
  • Ability to move about unrestricted and follow safety and emergency response procedures and regulations.
  • Required to stand, sit and walk for reasonable periods of time.
  • Required to stand, walk, stoop, kneel or crouch for reasonable periods of time.
  • Ability to move about on foot and follow safety and emergency response procedures.
  • Ability to travel long distances in a motor vehicle.
  • Ability to work in areas with limited access or cramped spaces.
  • On a routine basis, may climb ladders, walkways and scaffolds.

Working Conditions: 

  • Required to travel to various job sites and facilities within service area. May require overnight stays. Travel may be by plane or automobile.
  • Required to work evenings and weekends as needed.
  • Requires ability to work outdoors in weather extremes and near equipment with high noise levels.
